Active Effects to Chat

At the start of each token's turn, all temporary active effects on the token will be printed to the chat.  Controls on the message allow each effect to be disabled, viewed, or deleted (by the token owner or the GM).

Only enabled temporary effects (i.e. those with a duration or with the "temporary" flag set in their data attribute) will be shown.  If a token doesn't have any temporary effects, then no message is generated.

System independent in principle, but tested in dnd5e.  Confirmed compatible with Combat Utility Belt and Dynamic Active Effects.
