Quality of Life options for Foundry VTT user interface

 Several small adjustment options for Foundry VTT user interface.
 
System agnostic settings, tested with SR5e, PF2e, DnD5e.
  
  - Drag windows from (almost) anywhere
  - Double-click time (0-500 ms)
  - Next tool-tip delay (0-500 ms)
  - Tool-tip linger time (0-500 ms)
  - Chat Card context menu (right click) opening to left side instead of above or below the card.
  - Clearer Compendium Tabs.
  - Fix sidebar menu buttons to right edge. 
  - Gradient color background settings for the fixed sidebar and left side button area
