Adds the Off-Guard toggle on F and a set of Actions to assign keybinds to.
It got away from me at some point, so now it can perform all actions and toggle any condition, in addition to a few generally useful specific functions, like cycling alliance, changing visibility, or the very nice thing where you pop up an actor's image.
