Makes FoundryVTT's chat log not jump to the bottom for a new message if you have scrolled up to read the log.
In general this is not necessary, as this has been a core feature of FoundryVTT for a while. However, when using certain modules such as midiQOL, the scrolling functionality breaks - and this module will restore it.
