Harbor or harbour? Doesn't matter, this one is City Harbor and it can be used in any campaign because every major city is generally at sea and it needs the beautiful port with shiny statue. This map is huge and provides plenty of space for activities. You can stage full scale invasion, siege, naval combat or some big battle.
Or just barter with seasoned fishermen for the magical fish they claim to catch on daily basis!
